Agrichemical and animal medicine reform will be decided by the regulations that follow, not the bills, an industry group says.

Dr Liz Shackleton, chief executive of Animal & Plant Health New Zealand, says the ACVM and HSNO bills stem from a Ministry for Regulation review that found approval timeframes of 5.6 to 8.3 years. Members want binding timeframes and consultation in regulation before rules lock in, she says.

A member survey found 62.5% shelved research and development business cases.

“The real test of cutting the red tape has ironically come home now to lie in the red tape,” she says.
